3c. Project Organization

UC Berkeley is responsible for administration of the project and ensuring that the ECUC schools are operating the programs according to the CDE approved Program Plan and in compliance with federal, state, and local laws. UCB collects and archives required project documentation, conducts site visits to review project operations, provides direct services, and reimburses the ECUC schools for allowable expenses according to the project budget. UC Berkeley also provides approximately 80 undergraduate students each semester who are enrolled in an undergraduate literacy course, Education 140AC, who volunteer at ECUC school sites and assist in project activities for 25 – 30 hours.

The 21st Century program provides funding to serve 54 students in the Before School program, 112 students in the ELP program after school, and 100 students per day on supplemental and summer program days. The funding for schools who do not meet the minimum number of students served per day will be reduced by the State.

The 21st Century ELP program is offered at the two ECUC schools under the direct supervision and oversight of the school Principal. A full-time Site Coordinator is responsible for the daily operation of the program including planning, implementing activities, and supervision of project staff. The daily activities are implemented by six to seven Program Leaders. Each school has an Academic Liaison who also works during the school day, and who is responsible for ensuring that the ELP program is connected to school day learning objectives. School day teachers work in the Before and After school ELP to provide additional teaching and homework assistance.

The Department of Catholic Schools (DCS), Alameda County Office of Education (ACOE), and other community partners and service providers provide support to the 21st Century program through providing resources, in-kind donations, and direct services to sustain and diversify project activities. Professional development for all ELP staff is provided on an ongoing basis by UCB and other local providers including the California After School Network (CAN), CalSac, private consultants, and ACOE.
